PROFESSIONAL EXPERIENCE

As Principal and sole owner of Farragut Advisory Services LLC (“FAS LLC”), Mr. Mazella focuses on ensuring that clients receive thoughtful, knowledgeable, timely and cost-effective assistance. FAS LLC provides strategic advice, business development, marketing, consulting and professional services (including proposal preparation and negotiation of contracts and intellectual property licenses) to non-traditional government contractors, non-profits and commercial organizations in the fields of: Information Technology; Defense, Homeland Security and Biosecurity; Public Health and Healthcare.

At Applied Biosystems, Mr. Mazella had responsibility for public sector (Federal, State, Local, International) contracting issues and related matters at all points in the technology and business development, sales and program management cycle. Mr. Mazella was relied upon for business and legal advice in the pursuit and capture of opportunities in the public sector marketplace. In addition, he directed the negotiation strategy and successfully managed the renewal of the company’s GSA Schedule contract (including a pre-award audit). Mr. Mazella served as a key business and legal advisor and member of the core global response team furnishing diagnostic devices and reagents in support of U.S. and international public health organizations during the H1N1 influenza pandemic, which resulted in $45 million in incremental revenue. Mr. Mazella helped capture, structure and negotiate a contract (award value of $24million) with a U.S. military agency for the development of a point-of-care molecular diagnostic device and negotiated a favorable settlement when the agency later terminated the contract for its convenience.

Also at Applied Biosystems, Mr. Mazella negotiated (after a competitive vendor selection resulting from an RFP) the largest dollar value and most complex information technology transaction undertaken by Applied Biosystems up to that time, including a set of agreements for Applied Biosystems’ web portal development and web hosting (IT and business process outsourcing), as well as a strategic alliance with Deloitte Consulting for co-development and marketing of bioinformatics software tools and professional services.

At Celera Genomics, Mr. Mazella negotiated subscription license agreements to Celera’s proprietary and third party genomic databases and software tools with the National Institutes of Health at the conclusion of the “race” to sequence the human genome. He also negotiated and drafted an extraordinarily complex information technology alliance agreement (which included the replacement and upgrade of one of the world’s fastest supercomputers) with IBM that was recognized at the time as strategic in the industry and a model for conducting RFPs and negotiations. A link to a Bio-IT World article describing the Celera – IBM deal can be found here.

Prior to joining Celera, Mr. Mazella served for ten years as a Senior Attorney for contracts and litigation, intellectual property and information disclosure at a bureau of the U.S. Department of the Treasury. At Treasury, Mr. Mazella had primary legal responsibility for more than $3 billion in awarded contracts. During his tenure at the U.S. Treasury, he negotiated six different IT transactions that exceeded $100 million in awarded contract value.

Prior to his service at the U.S. Treasury, Mr. Mazella worked in government contracts at the U.S. Department of Defense, Defense Energy Support Center, where he drafted and negotiated Foreign Military Sales and international service contracts. At the DoD, Mr. Mazella completed more than 360 hours of training in the Federal Acquisition Regulations. Mr. Mazella, among others at his agency, received the Joint Meritorious Unit Award for contracts support during Operation Desert Shield (i.e., the Persian Gulf War under George H.W. Bush).
