Negotiated hundreds of information technology-related collaborations and informatics software/dataset distribution agreements over the past twelve years.- Life Science Company Web Portal. Mr. Mazella managed a competitive selection process and negotiated a complex set of agreements with a major IT professional services/accounting firm to develop from the ground up and field a web portal and eCommerce platform, migrate legacy data and applications, implement service levels and host the entire system, from which the life science company’s entire catalogue was available for sale.
- Life Science Company Enterprise Accounting System/Business Warehouse upgrade. We negotiated contract performance incentives incorporating agreed-upon success metrics for implementation and testing for an enterprise business and accounting system upgrade with a major professional services firm. The incentives were, in fact, earned by the vendor and the upgrade was an unqualified success.
- Celera Discovery System. Mr. Mazella managed the in-licensing program for all bioinformatics tools (proprietary, open source and public), many of which included associated datasets, that were integrated, packaged and outlicensed as a product on a subscription basis. This licensing challenges associated with the product were unique since the data content outlicensed by Celera was itself the subject of research and perfection of intellectual property rights of discoveries by the licensee.
- Celera Strategic Platform Initiative. We developed with our clients and successfully managed a competitive selection process and the negotiation of a series of agreements with one of the world’s largest IT vendors to replace, migrate and upgrade Celera’s supercomputing platform (and all data and applications) for drug discovery research and for co-marketing of professional services and new life science software solutions based upon the companies’ complementary products and technologies. The deal included an overall strategic alliance as well as hardware and software acquisition, joint solution development and marketing and scientific collaboration agreements. The Celera Strategic Platform Initiative deal was featured in a Bio-IT World, July 15, 2003, cover story, “Buying Power,” in which the transaction was recognized as a model for industry and a “how-to” guide for competitively sourcing and negotiating major IT systems acquisitions and IT collaborations in the commercial sector. - Celera Knowledge Management System. We created a source selection process and led negotiations with hardware, software and informatics vendors to create a “Knowledge Management” system for Celera Therapeutics’ drug discovery business. The system included the integration of applications for small molecule and large molecule R&D, data capture and collection for FDA submission in compliance with 21 CFR Part 11, and “back end” enterprise-wide business systems for project and cost management. A modified version of the Knowledge Management System, which proved to be a prototype system for further development in the Health IT field, continues to be in use.
- At the Treasury Department, Mr. Mazella advised his clients regarding the source selection process and negotiated major commercial information technology systems development contracts and licenses, six of which exceeded $100 million in value, such as the:
- Ca$h-Link cash concentration system, which concentrates funds and data (approximately $1 Trillion per year) of Government collections into the Federal Reserve Bank of New York for calculation of the daily cash balance for Government borrowing;
- Electronic Federal Tax Payment System for the electronic deposit of virtually all business tax revenues; and the
- Electronic Benefits Transfer (EBT) system, which was the first implementation of Smart Cards for the disbursement to beneficiaries of Government benefits, such as food stamps, at ATMs and POS devices. EBT systems for disbursement of government benefits are now implemented in many states.
